usually, it just means you need to update your drivers. It commonly means your hardware can't run the game, or doesn't support it. go in to settings in the launcher to change it. another thing people do that sometimes works is running the game in a full-screen window (windowed-mode)+ try running the game at the same resolution as your desktop resolution. fallout also wants to run at 1920x1080 resolution so you could try running it at that. + try running the game at the same resolution as your desktop resolution. + try adjusting the max frame rate to 60 fps in your graphics card settings
